vehicles recovery mod updated once again. Should be faster at saving vehicles in case they get lost from the next restart

Some of you might know about this already as this mod is used in Project Z. After asking permission from the mod developer I have changed it so it is fully optional to use. You can start the system whenever you want, and you can stop it later if you decide you do not want to continue.
